<p>Vincent Van Owl is certainly creative &#8211; he was perched outside Flamingo, on Widcome Parade. <br/>He&#8217;s painted with the skyline of Widcombe, including St Matthew&#8217;s Church and (of course) was inspired by Starry Night by Vincent van Gogh.</p>
